I've had similar issues with CF.  I found it to be an NTFS issue.  Grant the user "Everyone" to have at least read access to your web files and folders.

Per the FDA's request (read: do it or we close you down), we had to
change our administrative password on our servers.  Now, not a single
.cfm file is loading.  I am getting 404 errors on every page I try to
load.  .htm and .html files are loading.  I can not even get to .cfm
pages from the machine itself.  (the 127.0.0.1 method)  This means that
our whole website is non-functional.  We checked IIS for rights and
access, to no avail.  Does anyone know what could have happened, and
how to get the cfserver service the rights that it needs?

Also, our annon ftp section of our intranet is down too, probally for
the same reasons.

Running: cfserver 4.01
Running: NT 4.0 sp6a
Running: out of time

Once I get the cfserver back up, am I going to have any problems with
cfserver's connection to our SQL server?
