A fast solution would be to change the admin password back until you have
more convenient time to work on it (on a weekend, if that is feasible)
Otherwise, I would only recommend this as a temporary fix until you figure
out was is going on and since it is an emergency.
That app error tells me that IIS has lost all rights, in fact I am surprised
it is running. Create a service account, give it admin rights and apply this
account to your web/cf services. If nothing else, it will tell you if the
service rights have gone wonky (yes, that is a technical term :) This
should clear up the app log errors and will also take you through the
process of identifying any other services that may have not have been
identified or "thought of" so far in the troubleshooting.
You can always change the service accounts back to using a local system
account.

I double and triple checked that cf was running, and I checked the
application log. We rebooted our web/exchange server at 11:27 am
yesterday morning, and starting at that point approx. every minute
since then there have been 3 errors at a time. The error reads
something like:
IIS Logging was unable to create the directory <insert non-pronuncable
ascii characters here>. The data is the error.
I cleaned out the log when I started this message, and already there
are about 100 new errors of this type. Hope this rings a bell to
someone...
