I thought if this too, however, the faxes are going to be incoming faxes and not outgoing. Also, I do not know what the platform is for the CF server is.

I know that the Fax Service is Windows 2000 has a COM interface.  It's easy to code against it for sending faxes - I'm not certain what your options are when receiving.
