Check out the Active X FAQ page on MM. They state that even though you have
implemented a viable solution, you still may get the dialog box. MS is
working on a corrected version of the test browser to fix this problem.

Yea, they affect all forms of content actually including .htm -- it's
not the core page they affect. The issue is with IE's use of Active-X
to launch certain plugins like the Flash player, so any use of an
object/embed tag pair to launch a flash movie, quick-time applet, etc.
via Active-X will cause the dialog box which says "click ok to
continue loading this content". According to the folks at MM their
info from MS suggested that using an external javascript file to
generated and display the object and embed tags would be able to
bypass the problem code. I haven't been able to get that to work yet
in my testing unfortunately and in all honesty I'm starting to wonder
if we hadn't been misinformed.
