Yes they take your license and you have to log into their "orbit" system. SO there is slightly more control than indicated.

Funny story: I was with a company in 1998 doing dedicated hosting maintained by the planet for nvisiondesign.com. A few days after launch our home page was replaced with a guy riding a goat. The Planet left on anonymous FTP:), but we got the 'hackers' ISP to drop him for 6 months. I have been maintaining my own servers ever since, but I still rely on others for ping and pop. Of course no one gave a whip because my lic was all 1 and 0 and they don't ask for the state, and my name on the badge was Hugh G Rection.
