I will try to be more specific, but I beleive Tom nailed it.  The problem I have is that I have a pdf insurance application that I would like to populate with data entered by my call center employees.  Then it would be sent via email to a client, who would then print, sign and return the application.  I could dynamically create the file but it is very labor intensive to recreate these applications which cannot be different than the original.  On top of that there is one for each state.  If I dynamically create the pdf's it would take me weeks.

Can you be more specific?  There are a number of PDF generation products available which would let you do something like this.  There is nothing native to CFMX, though, although v7 will add the <cfdocument> tag which will let you do this.
