Yes, if your cell phone provider gives you an email account and your phone supports it. If so, then it's plain ol' email. If not, most phone support text messaging, which is a little bit different situation and isn't quite the same things as email. It really depends on what the target recipient's phone supports, whether or not they have that feature enabled on their account, etc.
