Eh... it only talks about primary and secondary education... which is elementary school junior high and high school. Also, you gotta take these things with a grain of salt... i'm not sure i agree with all the factors they measured... There are a bunch of different groups that "rank" school systems of every state, and all the results are different. Plus, statistics can be used to defend any rationale (or position) for using a factor in ranking school systems, so it's hard to say whether or not these factors even matter. For example, stats can be used to argue that lower class-size is good for a child's education... but if the lower class-sizes results in a sudden higher demand for teachers, and there aren't enough qualified ones... you get small classrooms led by unqualified teachers, meaning that a lot of students are suddenly worse off than they were before... (as was the case in California)
If you DO trust ranking systems, in terms of higher education, (colleges etc.) California's public college system is unmatched.
