These people did the survey... I've never heard of them before.

Also, "per pupil expenditures, public high school graduation rates, average class size, and pupil-teacher ratios and teacher salaries" dosen't necessarily equate to greater proficiancy in or outside of the classroom, especially when some states have tougher standards in particular areas and different general focuss on education than others.

Besides, what is a "smartest state" anyway? Shit is how it is.
