Required by whom?  IRC?  RFC 1459 points to RFC 952 for definition of
what a valid host is, and I can assure you that DNS, being a
hierarchical system and everything, does not say that a TLD is an
illegal host.  There is nothing magical about it; if I were to have
access to `no's name servers, I could add MX and A records to it and
make myself an email address of stian@no, or run a website at
http://no/, or be stian@no on IRC.  Just because noone does this,
doesn't mean it's impossible or illegal.
