1) The lastlog helpfile might fit better in the 4_Misc section, since strictly speaking its not a "basic" IRC command, and not required to be able to function on IRC. I propose that it be moved from the 1_General to the 4_Misc section, and a placeholder be left temporarily in the 1_General section pointing users to the new location.
2) The /silence built-in command is not needed, as it's a server specific function, and could easily be supported with an included script.
