On a related issue...

I would like to request that the WALLOPS level be split into two levels: one for 
server WALLOPS and one 
for server operator WALLOPS (or OPERWALLs). The purpose of the two different types of 
WALLOPS is clearly 
different, one being for server notices of various kinds and the other being for 
server operator 
communications. I think the two should therefore be treated differently by the client, 
rather than 
forcing a script to work around it.
