I think you got his argument backwards.  He's not complaining about the
dewbacks.  He's making a sarcastic 'observation' as it might be spouted from
the lips of someone to justify adding an AT-ST to the scene.

But the difference is with his observation about Tatooine; it would be
adding an advanced unit to a more "backwards" army.  Adding the Zaku I to
the forces at A Baoa Qu would be more akin to adding a Dewback to the Battle
of Endor.
