I thought that mini-documentary about HGUC Zaku I should have answered

Of course, that show focus on one guy/one department which operates in
3-dimensions (primarily CAD software), so it might have skewed reality
towards (what you call) the engineers away from lineart designers.
My guess is the original lineart was made for the purpose of anime
(2D) production. Then someone (BEE-Craft?) tweaked and detailed-up
them for game/toy/model (3D) purpose. And in case of models,
"engineers" figure out how to realize the design within the confines
of plamod manufacture process.
IMHO, the BEE-Craft step is usually a very minor one. But I suppose
you are talking about the situation when it's not minor (e.g.
differences betwee MG Gundam, PG Gundam and HGUC Gundam).
