I think the Oggo can have the qualities you mentioned and still be a product of desperation - they're not mutually exclusive. It has to be simple, because Zeon's position at the end of the war wouldn't allow for too much complexity in a stopgap limited production machine. It has to be practical, because in essence it has two functions: 1. Get units to the front to fill in gaps and provide extra support to mobile suits on the front lines and 2. Find a use for tons of spare Zaku armaments. But even as a stopgap hunk of junk that's thrown together, it does perform pretty well against the odds, so it makes you wonder what it could've been like if the Zeon had seriously developed it from the start rather than just slapping it together at war's end.
