His mission might have nothing whatsoever to do with Tieren Tao II.

needs recovery more urgently? I don't think it's Soma. Yes there's a
chance Soma can go berserk again, but if that happens a lot of people
will die no matter what. If Soma doesn't go berserk in the next 14
minutes, those MS/equipment/whatever can do much more for those 230
drifting civilians than Sergei alone.
Actually, the chance of two suits being that much better than one are
pretty insignificant. Either Sergei can do something to help, or he
can't. If he can't, Soma wouldn't make much difference (and if she's
unstable you sure as hell don't want her along).
There, you did it, you made me think about the episode more than I
should and now it's utterly ruined.
I think you need to think a bit more carefully before you go leaping
to conclusions. Or, at the very least, get more information.
