I have a few thoughts on that orbital block, as well as a few other plot points:

1) The orbital blocks, I'm thinking, are leftovers from construction of both the beanstalk and the solar panels. It was probably turned into a combination military base and civilian stopover as a way to offset some of the costs, as well as to continue using the facilities for something worthwhile. They're not exactly in the best place, but their position certainly has advantages.

2) As for Hallelujah...I'm thinking that his split personality could not only have something to do with the traumatic break in his past (aside from whatever made him enhanced), but could also be an exaggerated form of left-brain/right-brain thinking (I could be wrong). It would also make sense that the more cold side of the personality would come out in reaction to unusual stress.

3) So...how did the Exia cleave the clouds so well? Is that blade emitting some sort of force, aside from being some sort of vibro-weapon?

4) This seems to be an interesting reminder of the ending of CCA.

5) Is it me, or did I just see character homages from the Detective Q anime in the crowd (specifically, a crowd shot showing a teenager dressed up as the hacker character...)? it's making me look at the crowd shots more, just to see if there are some easter eggs in them - also...if I'm right on that, who in the anime team also worked on Detective Q?

Just thought of another possible reason for having the habitat ring that low: it could be mostly military. If the military station Sergei and Soma set out from was at that ring, I'd think that puts it at a fairly good location to launch shuttles or drop pods from -- it's probably high enough to get a good distance away from the elevator in any direction, but low enough that it doesn't take forever to land. Could be a good place to station a rapid-reaction force. And IIRC some of the AEU Hellions that tried (and failed) to intercept Exia in the first episode looked like they launched from a station attached to the AEU elevator, with the rest launching from the ground base that was testing the Enact.
