The draft on which final comments are seeked dates from Dec. 16 (1998), and
was publicly available on the DNSO.ORG Web site (and in fact some discussion
on this draft has already taken place on this list).
This said, I agree with you that it would have been better have more time.
Unfortunately, this matter is driven by other deadlines on which we have
little control.
OTOH, this draft being only the one-before-the-last, there's no reason why
comments arriving after Jan. 5 could not be taken into account for the final
version (but if you can make the Jan. 5 deadline, it's better).
