No, it has not been shelved! Have at it, as it is out in the open now
for discussion. You will notice that a lot of hard work went into
consolidating and melding, and it took longer than we wished or
planned, but here it is now!
We do not intend to stop public review and revision of this draft just
because of some arbitrary ICANN deadline for application submissions!
And, we will notify ICANN of this fact along with the application.
But, everything that we can improve by submission time tomorrow is a
step ahead of the game.
