Karl, I believe your metric is rather more strict that that, since you have 
previously taken exception of IETF processes.  Since the IETF is a major 
example of global, open decision making, and since I believe there is no 
other global decision making group that is even close to the openness of 
the IETF, this suggests that your criteria are both more strict, and 
tending towards seeking the experimental.
