Supposing that NSF's granting a monopoly to NSI is defensible, 
wouldn't this behavior stand as abuse of the privilege? How come 
nobody has taken NSI  to court?

Supposing it isnt defensible,  how come nobody has sued USG? 
Does it really need WIPO to do this?
