I dont believe they were in the business of making or unmaking law, or even authorized to define policy regarding the *consequences of carrying out an administrative contract. Since USG did not take steps then or later to control NSIs behavior, calling it a 'monopoly' seems a fair way to raise the question of who's minding the store. kerry
