Jeez Kev, I guess this doesn't count the Green Paper (Feb98), or even that
the White Paper was actually in Jun98. Not to mention the May98 Aspen meeting.

Do you want to explicate which proposals you are discussing. There were so
many of them. The IANA alone was responsible for four drafts. At one time I
counted, among the various versions of four different proposals, over 12
documents (I have every one of them in my PDF archives, off-line of course
<grin>).

If you actually read the proposals, many of the ideas and concepts have
actually been incorporated. However, subject to a much more open process,
they have been suitably modified. IMHO, this is a Good Thing(tm).
