Re: [IFWP] ICANN Singapore results

In reading some condensed notes of ICANN's deliberations in Singapore, I
noticed that Professor's Froomkin's critique of the WIPO Interim Report was
mentioned, and someone replied that there was "only one dissent." Context
implies that this was a Board member who so replied, but it is not clear. Can
someone who was there please tell me
a) who made this reply, and if possible
b) provide a more complete description of what was said?
