An interesting point, and hard to argue with. For-profit ISPs cannot
reasonably expect to join a constituency of non-commercial entities.
This goes back to the old problem of Einar Stefferud claiming that
ISPs are the representatives of the end-users. It simply isn't so.

OTOH, ISPs that perform non-commercial, non-profit services might
reasonably join the NCDNH constituency, although perhaps not as
representatives of their clients, who ought to represent themselves.
