allegedly the address organizations are set up to serve and be responsive
to the isp constituencies to which they hand out addresses. the fact that
major ISP trade associations would put together a proposal on their own and
submitt it independently of arin ripe and apnic speaks to a degree of
disenchantment that I did not realize was there.
I also have some degree of evidence that ICANN informed RIPE ARIN and APNIC
as to the nature of the ASO it expected. Just as the IETF is ready to
throw out the PSO rather than capitulate, i suspect that another
explanation of what's going on here is that ripe arin and apnic may be
refusing to capitulate to ICANN demands.
i am doing an interview this afternoon that should shed some light on this.
