The point is that the list where these issues are discussed should be available to all who are interested, not to some small set of people who can figure out how to point their newreader to a private site or to those who can handle a large volume of mail. Also, the list should welcome a broad range of views, not only those of people trying to privatize ownership and control of the essential functions of the Internet, but also those who feel there is a need for an ongoing government role or who feel that these essential functions have to be administered in a public framework.
