Karl Auarbach talked about some of these problems some time back.
And I believe it was before the ICANN was in existence, or just after.
I am sure that Karl can clarify this. In any event it is endemic that the
ICANN is saddled with some significant problems where there are
no precedents by which to guide them historically. This makes their
job even harder. None the less, Greg, it is relevant to understand
that if they are not going to listen to "OUR" suggestions, meaning those
suggestions of the Stakeholders/users, and just go off and mandate
how things are going to be done, such as how SO's are to be structured,
and whether or nt they should fall under the umbrella of the ICANN
itself, than they can't expect much assistance or guidance form the
Stakeholder community.
In addition, if the ICANN "Initial" and Interim Board is not going to
come
clean as to how they were SELECTED, than again, they are never going
to attain the trust that they must have from the Stakeholder community,
and it is likely or at least possible that the NTIA and Possibly NSF will
just let them flounder or turn a blind eye. This would benefit no one, but
if you are in Becky Burr's or Elliot Maxwell's position, what choices
do you have and still meet your own given mandate, that being the
White Paper....?
