  The counter argument to you very good example of a potential
destabilization situation in DNS is thus:

  With our Sroots software for registration and management of TLD's
if you make such a request, regardless of how many registries there
may bee, given of course that this software is implemented properly,
any request for a particular domain in .WEB (Your example gTLD),
would be kicked back to the registrant, via E-Mail and on the web page
registration interface as, "This domain is already registered, please choose
another" and refuse that registration.

Hence, Problem solved!  NEXT PROBLEM!!
