  The ICANN has NO authority to make this decision now, or any time
in the future unless or until the membership organization is in place.
Should it attempt to do so it would be in direct violation of several
US federal laws as well as laws of several other countries as well.
Thsi would be a very great mistake should the ICANN take or consider
such action.

  Even with a membership organization in place, the ICANN still would
not have this kind of authority for many obvious and already
stated reasons.

 Ahhhh!  I see, so there is some consideration for supporting this WIPO
process or set of procedures and it is to be done behind closed doors
in a closed meeting on January 21st.  Very interesting, if true.  Can you
or any member of the iCANN verify this information here?

  Yes, this may very well be a good question.  Food for thought perhaps.
