Translation: We, the International Chamber of Commerce, can coerce or buy
off you Internet people if we can get you in small enough numbers, like at
the January 21st meeting in Washington, but if everyone with a stake in the
Internet is in the DNSO, then we, who have no real reason to be there, will
be overwhelmed and thrown out.

  This is indeed one potential translation.  I would also say that according to
this ICC provision in their proposal, that they defiantly want to severally limit
the membership to a "Chosen Few".  Of course this fits nicely with
the views of the DNSO.ORG bunch quite well, as we have seen over the
past few weeks in their CLOSED process dealings.  However this is
hardly suprising considering their SUPPOSED leadership.
  It may also be worthy of note that such a provision as this example that
the ICC provides, is in stark contrast with the requirements of the White
Paper on several counts.  Lets hope that Becky Burr and the NTIA
takes special note of this fact.
