Owing to the fact that the vast majority of non-commercial .web domains
will be personal, I suspect that supporting and joining Iperdome's
association would be a valid resolution to this issue.

As a commercial enterprise, IOD cannot be a member of the NCDNHC.
However, there is nothing stopping you from creating an association
represent IOD's non-commercial domain name holders, as Iperdome has
done, so that that association can adhere to the NCDNHC.
Alternatively, IOD's non-commercial domain name holders could join
the NCDNHC as individuals, although if this is not done through the
ICIIU or another organization doing sign-up, and taking into account
that there is no agreement yet to allow proxy voting, as individuals
your non-commercial domain name holders may not have the opportunity
to vote.
