  Good question.  It is not likely that A.Root-Server.net will be turned over to

the ICANN/ISI's control without some difficulty as NSI claims ownership
of the Registry Databases.

  Not odd at all in that NSI did most of the development.  However this
points up the need for additional registries more than the need of
additional Registrars in order to have true competition.
