Yes but as you pointed out, laws are not uniform from country to
country. Bug or feature? 

The issues in the subject line was discussed at the Geneva IFWP.
There was consensus (apart from one guy that weemed to everybody to
be talking about something else altogether) that there should not
be a uniform DRP. When did this change ? Is it possible to document
this consensus that there should be a uniform DRP ?
