  Under self or industry regulation, a uniform DRP is not enforceable,
and likely not implimentable unless by contract, and even then it would
be problematic to enforce legally or practically.

  In the eventual advent of additional REGISTRIES that are NOT part of
ICANN, it is defiantly not likely to make a DRP enforceable.  So, this being
the case, WIPO's "Final Report" recommendation for a uniform DRP is
both unwise and foolish.  In addition it does not provide for choice of the
potential stakeholder in some circumstances.  This would be counter to
good and healthy competition.

  WIPO not only exceeded it's mandate from the NTIA/DOC in this respect
amongst several others that have been pointed out, but it did so against
overwhelming comments in disagreement to it's request for comments
on both RFC-1 and RFC-2.
