First not all governments have standing armies. Granada comes
to mind, for instance. So this is not a definition or even part of
a definition of a Government.

Not all Governments have the death penalty, again Granada comes
to mind here as well. Hence this is neither a argument against Patricks
contention, and is also not part of any definition of a Government
either. Therefore your using this as an argument is invalid.

Not yet, no. But ICANN is seeking to have a monopoly over
all of the legacy DNS, all of the Internet Protocols and how they are
used, and all IP addresses and their delegation and use as well.
This being the case, it seems relatively simple to conclude that
ICANN does seek a monopoly on force over the IPv4 and IPv6
internet.
