The problem, as I see it, is that there is no neutral party setting
the rules and making sure that people adhere to them. The ICANN
board is hopelessly compromised because their president, Michael
Roberts, is a major supporter of one of the competing players for
the constituency: ISOC. I have hoped that the NCDNHC would become a
space in which the principles of the ICIIU could be realized: the
intervention of Internet users in the governance process. But
because there are apparently no rules, and no one to enforce them if
there were, the NCDNHC has become a grab-bag for people who merely
want a seat on the Names Council.

If you have a suggestion as to how to re-organize the NCDNHC process
so that it takes a better turn towards reaching the ICIIU's
objectives (which I am assuming you share), please make it. I would
welcome it, although at this point I am very skeptical that any
progressive suggestions will be taken up by those who are in control
of this process.
