One of those two Executive Branch geeks is primarily responsible for 
creating the current problem.

Had Magaziner not thrown own the Interagency Task Force report -- which 
supported the IAHC -- and written the micro-management approach in the 
original green Paper, IANA would have evolved on its own initiative and we 
would, by now, have more gTLD registries.
