Discussions and deliberations, that is, like the one in Berlin, at
which you were informed that if you didn't accede to the authority
of the GAC, your governments would be empowered by ICANN to remove
your root servers from your posession.

Because the board is waiting for the GAC to tell it what to do.

Until Paul Twomey and Christopher Wilkinson tell the board what to
do, and the board can inform you of the GAC's decision.
