I'm rather involved with one of the Scandinavian registration
authorities (Norway) which has such a rule (only one domain name per
company). Yes, certainly we have some grumbling about this rule - but
we also have heard frequent *approval* of the rule. I have seen no
indication that your statement "They just happen to be amongst some of
the ones that have the most complaints" is correct.

Having only one domain name per comany (plus some other restrictions)
has worked rather well in Norway to prevent cybersquatting.
