The "consensus" in Berlin was so rough, that I can still see my abrasions.
There is an audio-video recording of my "speech" (informing the delegates
of the status of the Individual Domain Name Owners' constituency) for the
GA in Berlin.
I argued and pleaded for its immediate inclusion in the DNSO and on the NC.

When I was finished Don Telage stood up, expressed his support for the idea
and spontaneously offered us one of NSI's seats in case the Board would
choose not to admit the IDNO.
There was both laughter (from the CORE crowd) and applause (from IDNO
supporters, ccTLD's).
Esther, sitting next to me, said:"Let's see if you get a higher bidder
somewhere else".

Several other people walked up to the mic to express support or cast doubt
on the IDNO idea.
Only Gene Marsh and Kent Crispin (read by Esther) spoke about the gTLD
seats. (Kent wanted reduction to 1 seat, Gene wanted other registries in
the gTLD constituency)
After the next's day's session with the Board and following deliberation in
camera the Board came with it's resolution to change the bylaws and limit
NSI to one seat.
I do not recall any other instance that "consensus" was asked or measured
on the gTLD seats.
Let any other Berlin participant correct me in case my memory is faulty.
