Jeff and Everyone,

  It is readily apparent to me following this, that the NTIA and the DOC is
a bit remiss in it's oversight in this regard.  This brings several thoughts
to mind of course.  The most prevalent question form my perspective
is why the NITA or the DOC has not seen fit to exercise some oversight here?

  The other concern that ICANN should have is that they are extremely exposed
here legally to the state of California with respect to potential suit.
