Hello:

Today was a very special day at the ITU.  Today was a PCCF day at the ITU.

Many of you here, including our dearest Roberto Gaetano, have 
petitioned that we do something about Mr. Shaw.  And as it has been
promissed, so be it delivered.

As you all may recall Mr. Shaw simply put lied about PCCF and did
cause the act of defamation gainst us by publishing these lies to the
Telecom-Digest.  We have responded by publishing our denial of Mr. Shaw's
allegations to the Telecom-Digest.

But we've gone further then that.  We have taken the opportunity made
available by Mr. Shaw to contact in excess of 2,800 international civil
servants with that same message.

This number represents middle to senior level management at various
government departments having dealings with the ITU and the ICANN GAC.  We
contacted people in the ITU, the OECD, WIPO, DOC, EU and a sorted list of
other countries and NGO's.  In the finest tradition of the telecom world
we've reached out and touched someone.  In this case it was a few
someone's.

Today, civil servants world wide have been contacting us, asking what to
do with the information.  Some already know and are passing it on to the
appropriate authorities and have advised accordingly.  Some have taken the
information and stuffed it where the sun don't shine.  But in all cases 
we are satisfied that we have added to cafeteria gossip today, and by
default have established to some degree that PCCF is not a spying
organization and that Mr. Robert Shaw of the GAC ICANN is a liar.

The one good thing in this for ICANN and the DNSO is that we have taken
the opportunity to not only respond to Mr. Shaw's lies and allegations,
but also to inform them and their governments of the ICANN process they
participate in.

Again, we want to make it clear we researve the right to legal action.
Our statute of limitations allows us two years in which to act.  At this
time our main concern is in reducing Mr. Shaw's liability to us and with
that in mind, in two weeks were going to have a bit more fun.

Mr. Shaw has presented himself to us as a liability.  Today he has become
an organizational asset.  A means of communicating to government
communities on the proper behaviour of international civil servants and
the ICANN process.
