  The only restriction in ITAR is on strong encryption of 128 bit is that it
cannot be EXPORTED.  That has nothing to do with it's use.  See
ITAR for more details.  So Javier's suggestion as a reverse argument
is not valid.  The argument however for moving the DNSO server out
of France due to problems with AUTHENTICATION using 128 bit
keys remains, although they can use 56 bit encryption in France,
with some restrictions.  This does not apply in the US.
