I don't think it's a question of strong or weak, but of orientation.
If ICANN saw itself as an arbiter of fair and equitable policies, as
the White Paper appeared to call for and as we all hoped at first
would happen, there's no reason why the relationship between a NewCo
Board and an ASO couldn't be a very constructive one, IMO.
