Out of curiosity, do these ISPs understand the policies that the
providers adhere to?  My ISP states its policy with regards to
routing, etc. on its web site.  If the providers have somehow
misrepresented their policies to their ISPs or other end-customers, I
can see why they would be upset.

On the other hand, if the provider is the only one available, the
customers are at its mercy.  I don't know what ICANN is supposed to do
about this.  ICANN does not have the power to force a provider to
adhere to any particular routing policy.

Is the address space ICANN has delegated itself the same as that which
was reserved by the IANA before ICANN was created?
