I'm convenced the method to deploy in liberating the root is via the
establishment of a tld for that specific purpose in accordance with
the provisions contained in RFC 2606 and RFC 1464.  Which see
ftp://ftp.isi.edu/in-notes/bcp/bcp32.txt and
ftp://ftp.isi.edu/in-notes/rfc1464.txt respectively.

It would also liberate the whois and leave control of the root in the hand
of users where it belongs.
