The acceptance of ICANN as the NewCo called forth by the White paper
was predicated - first and foremost, and as a result of demands made
by the BWG, ORSC, and all other competing proposals - upon the
incorporation of a membership to which the officers and the board
would be accountable. You clearly do not want such a membership, and
have now, by changing the bylaws, found ways of keeping the At-large
membership from fulfilling that function. Calling it a
"constituency" reveals your manner of thinking, your derision of the
community, and your satisfaction with the tricks you have employed
to get your way.

Here is my suggestion: demission from the Board of ICANN, you and
the others who were unelected, who were put there by Sims, Cochetti,
and Cerf, and who are unwanted by the millions who use the Internet
for purposes other than controlling the economy and people's minds.
Then we can have a NewCo governed by people like Karl Auerbach, Nii
Quaynor, and Peter Dengate-Thrush (the DNSO General Assembly
nominees for the Board), we will be able to enact bylaws and
regulatory mechanisms that will be an extension of Internet freedom
and democracy instead of the power-mongering by special interests
that you have ushered in, and the NewCo might serve the needs of the
world's peoples rather than the profits of a few.
