I understand you to mean any root zone not the DoC controlled root
zone but pinning it down to dependancies on specific servers doesn't
really work. The legacy root servers are in the ORSC root zone because
they still do double duty for some tlds (Swedens .se) and, I think, a
bunch of in-addr.arpa zones.
The best terminology is perhaps "Open Roots" as in "Open Source";
it's a similar concept.
