I don't know about that... The guy I was stuck next to on my last SWA flight did NOT fit in his seat but I guess the belt fit so SWA did not care. A good third of his body was in my seat. Fortunately I was traveling with my 3 y/o and I cajoled him into taking that seat. He slept most of the flight and did not care that the massively overweight manager of a Chicago-area Taco Bell was taking up half his seat!
